Position Summary

As a Manager or Senior Manager in Billing and Quantity Surveying at L&T Realty, you will oversee all commercial operations of prestigious real estate projects. Key Responsibilities

1. Project Budgeting and Cost Control

  • Develop detailed project budgets and analyze variances between budgeted and actual costs.
  • Prepare and monitor construction and material cost statements, ensuring alignment with project progress.
  • Ensure that progress reports correlate with the approved project schedule.
  • Assume overall accountability for commercial aspects, driving projects to completion on time and within budget.

2. Site Supervision and Measurements

  • Conduct regular site inspections to ensure work adheres to specified quality standards and design specifications.
  • Verify on-site measurements to guarantee accuracy.
  • Prepare and continually update BOQs (Bills of Quantities) reflecting the actual work completed based on drawings and project updates.

3. Coordination and Communication

  • Coordinate with contractors, suppliers, and other stakeholders to ensure seamless project execution.
  • Prepare and verify contractor and supplier payment summaries, ensuring disputes are resolved promptly.
  • Maintain effective communication channels to facilitate problem-solving and ensure timely issue resolution.

4. Billing and Certification

  • Handle the certification of contractors’ Running Account (RA) bills and final bills based on actual site work and work orders.
  • Oversee SAP-based bill booking processes to guarantee accuracy and timeliness.
  • Evaluate commercial offers, handle certifications of extra items, and resolve related commercial matters.
  • Prepare and monitor the Billing Turn-Around-Time (TAT), ensuring timely updates of the project’s booked status.

5. Contract Management and Documentation

  • Verify and scrutinize work order quantities and rates claimed by contractors against the actual work done.
  • Ensure adherence to the scope of work, commercial terms, and conditions as per work orders.
  • Review tender documents, billing documentation, and contractual formalities; address clarifications on extra items.

6. Procurement and Purchase Orders

  • Collaborate with the Central Procurement Department for vendor identification and work order finalizations.
  • Process purchase and service requisitions in SAP, ensuring alignment with project specifications.
  • Track and verify vendor-supplied and free-issued materials in collaboration with site stores and vendors.

7. Project Reporting and Management Information System (MIS)

  • Prepare Cost-to-Complete (CTC) reports against budget forecasts to track project expenditure accurately.
  • Maintain meticulous records for completed work orders and update budgetary provisions for future costs.
  • Generate detailed MIS reports covering billing summaries, work orders, purchase orders, advances, bank guarantees (BGs), recoveries, and overall project progress.
  • Oversee material reconciliation and ensure comprehensive reporting.

8. Team Leadership and Support

  • Mentor and support junior quantity surveyors and project team members.
  • Promote and implement best practices in cost management and billing operations.
  • Ensure deliverables meet quality standards and deadlines.

Qualifications and Key Skills

Educational Requirements:

  • Bachelor’s degree in Civil Engineering, Construction Management, Quantity Surveying, or a related field.

Experience:

  • Minimum of 10+ years’ experience in billing, cost control, and quantity surveying.
  • Proven track record of managing high-rise residential or commercial projects.

Core Competencies:

  • Expertise in quantity surveying, construction billing processes, and cost management.
  • Proficiency in SAP for bill booking, purchase requisitions, and service requisitions.
  • Strong abilities in preparing BOQs, Bar Bending Schedules (BBS), and other construction-related documents.
  • Deep understanding of contract management principles including work orders, variations, claims, and certifications.
