Position Overview
Centre for Good Governance (CGG) is seeking a highly experienced and dynamic Senior Consultant with 6-10 years of experience in consulting or policy research, specifically within the fields of health, education, public health, gender issues, and related domains. The role requires the candidate to have a deep understanding of evidence-based policy design, education and skill development, public health and nutrition, or gender-based issues. The ideal candidate will have at least 4 years of experience working with reputed organizations or on impactful projects in these fields.

The Senior Consultant will contribute to a variety of governmental and international initiatives, shaping the future of public governance, policy implementation, and research that addresses critical societal challenges. Key Responsibilities

Contributing to Annual Action Plans of the Resource Group
As part of the resource group, the Senior Consultant will play a pivotal role in developing and contributing to the preparation of Annual Action Plans. These plans will outline key goals, objectives, and projects to be executed, ensuring alignment with the strategic vision of CGG.

Business Development & Proposal Management
A significant aspect of this role involves contributing to CGG’s business development activities. The Senior Consultant will be responsible for liaising with key government departments and prospective organizations, preparing proposals proactively, and contributing to the development of concept notes, Expressions of Interest (EOIs), and Requests for Proposals (RFPs).

a) Liaison with Government Officials: Establish and maintain relationships with key stakeholders in government departments to support policy reforms and implementation.
b) Proposal Writing: Prepare or assist in preparing high-quality proposals and concept notes for government agencies, international organizations, and donor-funded projects.
c) Business Development Planning: Collaborate with superior officers in planning and implementing business development activities aimed at strengthening CGG’s portfolio.
d) Progress Updates: Regularly update senior officers on the progress of assigned business development activities and their outcomes.

Managing Proposals for National and International Agencies
The Senior Consultant will manage and oversee proposals for both national and international agencies, ensuring CGG successfully wins tenders and assignments, including those funded by major international donors such as the World Bank and UN agencies.

Innovative Methodologies and Approaches
One of the key responsibilities of this role is to contribute innovative approaches to proposals and ongoing programs. This includes introducing new methodologies, research tools, and policy frameworks that will enhance the effectiveness and efficiency of CGG’s projects.

Project Planning and Execution
The Senior Consultant will contribute to the preparation of detailed project plans, outlining timelines, resource allocation, and key milestones. This will involve designing research tools, conducting secondary research, organizing field visits, and ensuring all activities are carried out in accordance with project plans.

Survey Design and Data Management
The consultant will be responsible for designing survey tools and questionnaires, as well as leading the primary data collection process through field visits. The role involves analyzing collected data, preparing reports, and presenting findings to clients and stakeholders.

Guidance and Supervision
Providing guidance to subordinate officers and teams is a crucial part of this role. The Senior Consultant will oversee project activities, address challenges during project execution, and escalate issues when required.

Regular Monitoring and Reporting
Active participation in monthly or milestone reviews is expected. These reviews will provide updates on project progress and any hurdles that need to be addressed. The Senior Consultant will ensure that all activities are on track and aligned with the goals of the Resource Group.

Client Interaction and Payments Management
Building and maintaining relationships with clients is essential. The Senior Consultant will be responsible for ensuring timely payments and coordinating with clients to meet the agreed-upon schedules of payments.

Preparation of Knowledge Resources
After completing each project, the Senior Consultant will be responsible for preparing knowledge resources such as case studies, data sheets, and updated CVs of the Resource Group. These resources will serve as valuable references for future projects and business development activities.

Assisting with Resource Group Development Activities
The Senior Consultant will support internal CGG developmental activities, contributing to enhancing the organization’s capacity and expertise in governance, policy research, and implementation.

Publication and Outreach
The role also involves contributing to CGG’s publication efforts, which include research studies, case studies, paper presentations, and publications. This activity will position CGG as a thought leader in public governance and policy research.

Correspondence and File Management
The Senior Consultant will manage correspondence with clients, prospecting organizations, and other stakeholders, ensuring effective communication and proper maintenance of related documentation.

Collaboration with Team Members
Working collaboratively with other team members to achieve organizational objectives is key. The Senior Consultant will participate in team discussions, share expertise, and contribute to CGG’s broader goals.

Other Duties
The role may include additional responsibilities and tasks as assigned by senior officers from time to time. This flexibility will allow the Senior Consultant to engage with emerging priorities and challenges within the organization.

Required Experience and Qualifications

Educational Background:

Undergraduate Degree: A Bachelor’s degree in any specialization.
Postgraduate Degree: A Master’s degree in a relevant field (such as Public Policy, Public Health, Education, or Social Sciences).
Doctoral Degree (Optional): A Ph.D. or Doctorate in any related field will be an added advantage.
Experience:

Minimum Experience: 6-10 years in consulting, policy research, or related areas.
Relevant Experience: At least 4 years of experience working with reputed organizations on high-impact projects within the areas of health, education, public health, or gender-based issues.
