Role Overview: Lead Consultant – HMIS (Statistics Division)
The Lead Consultant in the HMIS (Health Management Information System) Statistics Division will focus on various critical functions within the MoHFW’s health data management framework. The role primarily involves overseeing the integration of health data systems, improving data accuracy, and ensuring that actionable insights are provided to stakeholders for better health program management.
Key Responsibilities:
Functional & Technical Requirement Gathering:
Work closely with central, state, and UT departments to understand the functional and technical requirements for health program implementation.
Prepare comprehensive concept documents, design specifications, process flow documents, and implementation frameworks.
Develop user manuals and protocols aligned with the program’s objectives and requirements.
Data Examination & Analysis:
Identify inconsistencies or gaps in the Health Management Information System (HMIS) data.
Collaborate with states to rectify data errors and maintain accurate data sets for future reports and analysis.
Compile analytical reports using statistical tools (e.g., SAS, SPSS, etc.) for stakeholders at various levels of governance.
Data Integration & Framework Development:
Liaise with senior officials and stakeholders to operationalize and integrate analytical frameworks within the existing HMIS system.
Ensure seamless data flow between different modules of the HMIS system, facilitating accurate health data reporting across the country.
Field Visits & Data Quality Reviews:
Conduct regular field visits to states and districts to review the quality of HMIS data and its implementation.
Identify challenges faced at the ground level and recommend solutions for improving data quality and system functionality.
Training & Capacity Building:
Design and deliver training programs for state and district officers on HMIS processes, data reporting formats, and report generation.
Strengthen the capacity of local staff to improve the accuracy and timeliness of data submissions.
Research & Policy Support:
Lead operational research efforts aimed at improving the HMIS system.
Provide technical inputs on policy frameworks related to health data management, ensuring alignment with national health strategies.
Documentation & Reporting:
Ensure that all necessary documentation, including data collection guidelines, protocol manuals, and reporting templates, are well-maintained and updated.
Prepare reports and dashboards that reflect the health program’s impact, performance, and progress.
Eligibility Criteria
Educational Qualifications:
A postgraduate degree in Public Health, Statistics, Health Informatics, or related disciplines.
Experience:
At least 10 years of experience in health data management, statistical analysis, or related fields. Experience in health information systems or public health program implementation is highly desirable.
Age Limit:
Applicants must be between 18 – 60 years of age as of 15th April 2025.
Key Skills Required
Health Information Systems (HMIS): Deep understanding of national health data systems and reporting mechanisms.
Statistical Analysis: Proficiency in using statistical analysis software (e.g., SAS, SPSS).
Data Integration: Experience in integrating data from multiple systems and ensuring compatibility across platforms.
Stakeholder Management: Ability to communicate effectively with senior government officials, state representatives, and district-level staff.
Training & Capacity Building: Ability to train and mentor stakeholders on technical processes related to HMIS.
